Montenegro Residence Permit Through Property Purchase in 2026
How to buy property in Montenegro and obtain a residence permit: current requirements and full support from GoMonte
Buying property in Montenegro allows you to combine an investment in your own real estate with a legal basis for temporary residence in the country. This option is suitable for those planning to relocate, spend most of the year in Montenegro, or purchase a home for the whole family.
Ownership of a qualifying property is an independent basis for applying for a residence permit: there is no need to open a company or find employment solely to obtain legal residence status.
What changed in 2026
Amendments to Montenegro’s Law on Foreigners came into force on 17 January 2026. Under the new rules, the cadastral or tax value of the property must be at least €150,000 to qualify for a residence permit.
The value is confirmed by a decision issued by the local authority responsible for real estate transfer tax. GoMonte specialists therefore check in advance whether a particular apartment meets the requirements for obtaining a residence permit.
The amendments are published in the official register of Službeni list Crne Gore.
What types of property can qualify
A residence permit may be obtained on the basis of ownership of:
- an apartment;
- a house;
- a villa;
- a hospitality property;
- a residential or commercial building;
- commercial premises.
For most buyers, an apartment is the most convenient option: it can be used as a permanent home, a holiday property, or a rental investment.
You can view suitable options in our selection of apartments in Montenegro priced from €150,000.
If the property is also being purchased for residence permit purposes, a GoMonte manager will check its documents and compliance with the current requirements before the transaction.
How property purchase and residence permit application work
The purchase and subsequent residence permit application can be organised as one consistent process.
1. Property selection
The first step is to determine the preferred city, budget, property size, number of bedrooms, and purpose of the purchase. GoMonte selects properties for living or investment while taking into account the possibility of applying for a residence permit.
Remote property selection and video viewings are available for clients who are currently outside Montenegro.
2. Property verification
Before the purchase, our specialists check the owner, cadastral records, existing encumbrances, and other property documents.
We also verify whether the selected property meets the residence permit requirements and whether its cadastral or tax value reaches the required threshold.
3. Completing the transaction
Once a property has been selected, the purchase terms and payment procedure are agreed upon. The agreement is signed before a notary, after which the buyer’s ownership rights are registered in the cadastre.
GoMonte coordinates communication with the seller, notary, certified translator, and other parties involved in the transaction.
4. Applying for a residence permit
Once the buyer has been registered as the property owner, the residence permit application process can begin.
GoMonte helps prepare the necessary documents, arrange certified translations, and complete the application procedure. A property-based temporary residence permit is issued for up to one year and may be renewed as long as the owner retains the property and continues to meet the applicable requirements.
Can family members obtain residence permits?
Yes. The property owner first applies for a residence permit on the basis of ownership. Their spouse and minor children can then obtain residence permits through family reunification.
Each family member receives a separate residence document, but the entire process can be organised within one comprehensive support package.
