New amendments to the law on foreigners for the extension of Montenegrin residence permits in 2026

In February 2026, the Ministry of Internal Affairs of Montenegro (MUP) amended the list of mandatory documents required for extending a temporary residence permit based on employment.

Documents required to renew a worker's work permit:

  1. A copy of page 1 of their international passport
  2. A tax document
  3. A certificate of nostrification or decision from the Ministry of Education (only for qualified specialists)
  4. An official written offer from the employer to enter into an employment contract with a foreigner (Pisana ponuda poslodavca), which is the key document for obtaining a residence permit (boravak) in Montenegro
  5. Receipts for payment of fees
  6. An original annual lease agreement certified by a notary + a certificate of non-permanence

Additional requirements for the employer in 2026, to be submitted to the MUP by the employee:

  1. A certificate of clean employment history: Documentary evidence that the employer has not been subject to administrative liability more than twice for violating the rules for hiring foreigners or for failing to promptly notify the competent authorities about the start of their employment.
  2. Extract from the Commercial Court (Privredni sud): A certificate of the company's current status, confirming the absence of any bankruptcy (insolvency) or reorganization proceedings, as well as information on the absence of any liquidation proceedings in the past.
  3. Proof of active commercial activity: A copy of the current financial statements (Bilans stanja i Bilans uspjeha), certified by the Tax Administration, proving that the company is active and engaged in actual business activities, and not merely a formal existence.
